Every time I’ve seen this car, it’s patked in the drive lane in front of this bar. I'm guessing he either owns or manages the establishment. This is asinine parking in the finest.

narrow it down. go inside, and look for the insecure guy that is annoying/aggravating that seems to be able to make a lot of enemies.
